Under the general direction of the City Manager, responsible for the development, management, and direction of the Human Resources Department for the City of West Des Moines. Responsible for attracting, retaining, and motivating a highly competent, qualified, and diverse workforce for the city. • Plans, leads, and prioritizes all people and culture programs including benefits, compensation, performance, recognition, employee relations, and safety. • Ensures high-caliber talent is hired and skilled to perform optimally today and fill future needs through workforce planning, recruitment, training, leadership development, and succession planning. • Serves as a strategic partner and advisor to the City Manager, leadership team, and Mayor/City Council on all matters involving employment. • Implements and oversees HR systems and processes to deploy automation, improve service levels, and support the City of West Des Moines’ workforce. • In collaboration with legal partners, develops, interprets, and implements effective employment policies and programs, ensuring appropriate risk management and compliance with The Iowa Code, Affirmative Action, Drug Free Workplace Act, FLSA, Sexual Harassment, ADA, FMLA, Title VII, OSHA, and all other related laws, regulations, and requirements. Provides input regarding pending legislation relating to employment. • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; communicates changes in policies, practices, and resources to upper management. • Ensures workforce solutions are fiscally responsible. • Ensures that the City’s mission, goals, and objectives are fully supported and initiated. This includes, but is not limited to, support of the following initiatives: the quality initiative; Mayor/City Council strategies and various other city-sponsored work teams
