About Todd Larson

Mr. Larson is a construction and engineering consultant with 39 years of proven executive leadership, dispute resolution, construction claims, and project delivery success. Throughout his career, Mr. Larson has worked on a diverse range of projects in the water and wastewater industry. With B.S. and M.E. degrees in Civil Engineering, he spent the first 13 years of his career learning the technologies, processes, and design of major water and wastewater projects. Mr. Larson worked for two major international consulting engineering firms, and is a Licensed Professional Engineer in 9 states. There are a lot of treatment plants with Mr. Larson’s PE seal on them. Following Mr. Larson’s design experience, he transitioned into design-build and EPC project delivery, leading project teams in as Design Manager, Pre-Construction Phase Manager, Project Manager and ultimately as Project Executive. His projects included water/wastewater facilities, pipelines, tunnels, and as the water industry grew to advanced membrane treatment, Mr. Larson has been been leading the industry in desalination and reuse/recycle projects for the semi-conductor industry. He has significant experience on risk laden cofferdam and deep excavation shoring design and construction. With a background in civil engineering design, construction management, and construction claims, Mr. Larson possesses a unique skill set that enables him to navigate the complex landscape of construction disputes with success. He is a consummate communicator, capable of articulating complex issues clearly and persuasively. Whether engaging with clients or opposing parties, he consistently demonstrates strong interpersonal skills and maintains a diplomatic approach, fostering collaborative relationships even in adversarial situations. With an extensive understanding of construction law, contract management, and dispute resolution mechanisms, he seamlessly applies these skills along with real world design and construction experience to his consulting services. Mr. Larson analyzes contractual terms, design documents, schedule, and project records to identify potential claims and develop comprehensive strategies for resolutions. He takes the schedule issues to develop time impacts and completes the request for equitable adjustment with the quantum of the claim. Mr. Larson also applies these skills to advise and assist Owners and Engineers in defense of claims made by their Contractors. Todd is also a real estate investor and entrepreneur with businesses in Colorado and Oregon. Todd is an avid fly fisherman.

   Mr. Larson is the Owner/CEO of Aqua Quantum LLC and serves as consultant to several clients.Serve as water and wastewater industry Subject Matter Expert for Energy Systems Group, supporting the development of ESCO projects throughout California. Advise on system assessments, infrastructure modernization, treatment process optimization, energy recovery integration, regulatory compliance, and performance contracting structures to deliver cost-effective, compliant, and sustainable utility solutions.Project Executive/Advisor to private equity and their project delivery organization for a large EPC waste-to-energy project. In this role I am working with the project team to develop the RFP for a Progressive Design Build procurement, and leading the team through project delivery.Technical Consultant to a confidential construction contractor in Colorado. In this role I am providing technical advisory services for a major wastewater treatment plant construction claim and subcontractor claims. Business Coaching Consultant. I am providing business coaching to Kind Home Solutions in Denver Colorado to help them improve and develop their management and staff\'s commissions and annual bonus programs.
