Mr. Loar is currently a Senior Geological Engineer at the US Army Corps of Engineers, Risk Management Center (RMC) located in Lakewood, Colorado. He serves as technical advisor for the national dam and levee safety program contributing to all phases of the risk assessment process: • Periodic Assessments (PA); • Semi-Quantative and Quatitative Risk Assessments (SQRA & QRA); • Issue Evaluation Studies (IES); and • Dam Safety Modification Studies (DSMS). He also participates on dam safety incidents and/or emergency response teams; executes special assignments directed by USACE Head Quarters, the RMC Director, and senior leadership of the Corps by providing experienced technical geological engineering evaluations, solutions, and recommendations to solve complex geological problems relating to dam or levee safety and risk analysis, and provide guidance for engineering design, and/or construction projects to project development teams throughout the Corps. He reviews and develops geologic and geotechncial components of engineering assessment/evaluation reports, design documents, observes critical activites during construction, and applies engineering geologic techncial knowledge to facilitate risk reduction throughout the USACE portfolio of dams and levees.
