PM/Portfolio Lead responsible for multiple task orders under Noblis EPICS contract with the FAA, a single award support services contract with a value of over $600M. He serves as the Noblis program lead for a large team of approximately 60 employees with 7 teams of subcontractors with an overall contract value of ~$18M. He provides direct oversight and overall management in multiple areas such as Program Office Support, Program Management Advisory Support, Engineering Support, Program Control, Communication and Outreach, and Strategic Planning.Previously served as the Account Manager for Noblis’ support to the Department of Labor supporting a $180M large-scale IT program which processes over 4.5M medical bills annually. He was the primary business relationship manager between the customer and company. He led capture and proposal activities to achieve program growth and provided strategic and tactical level IT program planning, staff planning, budget planning, acquisition program assessments, system requirements development, and advising the DOL on industry standard best practices. Prior to the role of DOL Program Manager, Mr. Emo also served as Deputy Program Manager for the SPAWAR contract with an account value of $25M. He was responsible for meeting client requirements to include engineering support, proposals for new contracts, acquisition document development, and task order management. Prior to that he led a diverse technical team to analyze and evaluate five IT architecture alternatives being considered for the future Disability Case Processing System (DCPS). He led a senior team of technical experts and provided technical analysis of enterprise architecture projects, business process management analysis and planning, SOW/PWS development, requirements analysis, RFP package development, acquisition plans and strategy development, project planning and project management plans.
