ABOUT TIM PARTRIDGE

I have over 30 years’ experience and scars to prove it, advising both private and public sector clients in relation to planning matters for strategic property initiatives for new developments and rationalising property holdings across the whole country. I am currently a Planning Director advising on all planning matters and undertaking site appraisals as to suitability for big box logistics, identifying potential sites and promoting sites through the development plan and submission of applications.I have been involved in proposals for major commercial schemes including a 100acre logistics park including two units of 200k sqft and one of 2.5million sqft. These schemes have involved preparation of master plans, discussions with the local authorities, submission of planning applications, representations on development plans and appeal submissions.The above scheme ultimately led to a case at the Supreme Court to determine whether a condition can require dedication of private property rights. In this case the right of the public to use a private estate road. What started out as a CLOPUD application which I submitted ended up being determined by the Supreme Court. The Court upheld the CoA decision and dismissed the challenge, ultimately concurring with the basis of the original CLOPUD. I have been involved in DCO applications for strategic rail interchange and in particular the key Consultation Report to ensure two informal non-statutory consultations and the formal consultation met the requirements of the Planning Act 2008 and the terms of the Statement of Community Involvement.I have experience in the promotion of strategic residential and mixed use development proposals through Public Examinations of Core Strategies/Local Plans, former Regional Spatial Strategies and Structure Plan Examinations, planning applications and appeals, and S106 negotiation.I have experience in retail planning providing planning advice to major food store operators having been closely involved in a great many retail proposals, preparing Retail Impact Assessment and Sequential Appraisals. Experience includes regional shopping centres, retail parks, and solus units superstores.I regularly act as lead consultant in multi-disciplinary teams for developer clients. Project management experience of many diverse projects involving a range of professionals from various disciplines and practises. Including development proposals, inquiry proceedings, Environmental Impact Assessments and area based studies.
