About Timothy Meyer
Timothy Meyer is a practitioner and scholar of international law, with specialties in international trade law, international investment law, international arbitration, and U.S foreign relations law. His current research examines how international economic agreements influence private transnational contracting, as well as the role of the constitutional separation of powers in U.S. international economic policymaking. His past research has examined, among other issues, the interaction of international and local rules on energy subsidies, the role of local governments in free trade agreements, and the creation of non-binding \"soft law\" obligations. Professor Meyer serves as both counsel and an expert in U.S. federal courts cases and international arbitrations raising international law and International arbitration issues, as well as U.S constitutional issues. He has testified before the U.S. Senate Committees on Foreign Relations and the Judiciary, and is a qualified arbitrator for disputes arising under the European Union’s trade and investment agreements. Before joining Duke\'s law faculty in 2022, Professor Meyer taught at Vanderbilt Law School and at the University of Georgia School of Law. He entered the legal academy after practicing law for several years at the Office of the Legal Adviser, U.S. Department of State. While there, Professor Meyer represented the United States in commercial arbitrations and negotiations, as well as in negotiations with foreign governments on diplomatic law issues. Before joining the State Department, Professor Meyer was a law clerk for Justice Neil M. Gorsuch when Justice Gorsuch sat on the U.S. Court of Appeals for the Tenth Circuit. Professor Meyer earned his B.A. and M.A. in history from Stanford University, where he graduated Phi Beta Kappa, and his J.D. and Ph.D. in Jurisprudence and Social Policy from the University of California, Berkeley.
