About Timothy Harper

I am an experienced highway and bridge contract administrator and project manager. As a registered professional engineer in North Carolina and 29 years’ experience in the industry, I have a comprehensive understanding of highway engineering principles and current construction methods. I also have a strong background with ADA standards for accessible design and AASHTO standards for transportation materials and sampling guidelines to ensure conformity with state and federal specifications. As a strong communicator, heavy civil contract administrator, and former Builder in North Carolina in commercial and residential building construction, I have developed specific experience with construction plan and specifications preparation and interpretation, project scheduling, quantity and cost estimation, constructability reviews, highway and bridge contract administration, construction and project management, submittal review, cost estimate payment tracking, as well as the ability to drive early project completion. I have years of familiarity with material sampling guidelines in order to ensure conformity with state and federal specifications. I have also enjoyed playing a key role in managing and developing construction inspection teams across North Carolina to incorporate various aspects and key components of the vertical and horizontal design.I currently am a Senior Associate and serve as the NC Construction Services Department Manager for Michael Baker in the Greensboro office and am responsible for supervising engineers, managers, and technicians. I have integral involvement with business development, technical support to project staff, and training opportunities within the group. Part of my responsibility includes resident engineer oversight on multiple municipal contracts across the state which allows me to diversify my efforts across various teams and clients. My project portfolio includes various complex NCDOT highway and bridge contracts, municipal streetscape projects, the Downtown Greensboro Greenway, and various North Carolina Rest Areas.
