About Timothy Collins
I am currently a Sergeant with the Alaska State Troopers, stationed at the C Detachment-Kodiak Post. In my current capacity, I oversee the daily operations of the post, providing leadership to Kodiak Patrol Troopers, a Court Service Officer, and administrative personnel. Before my assignment in Kodiak, I served in C Detachment-Emmonak Post, where my responsibilities included law enforcement operations in remote villages such as Emmomak, Kotlik, Alakanuk, and Nunam Iqua. These duties often required the use of various transportation methods, including planes, boats, and snow machines. My journey with the Alaska State Troopers commenced at A Detachment-Soldotna Post.Prior to my service in Alaska, I had the privilege of working as a Detective within the New Castle County Police Department, specializing in the Criminal Investigation Unit\'s Family Services Squad. In this role, I conducted intricate investigations into special victim cases, such as serious domestic violence assaults, rape, sexual abuse of minors, child abuse, and child death/homicide incidents. I also served as a Crisis Negotiator on the department\'s Crisis Negotiation Team and held the role of Detective in the Property Squad, focusing on theft and burglary-related investigations. My career in law enforcement began in 2012 as a police officer within the patrol division, where I honed my skills, eventually taking on role as a Field Training Officer.

As the Crisis Negotiations Team Leader for C Detachment, I lead a specialized team responsible for resolving high-risk incidents through communication, de-escalation, and strategic coordination. I oversee the training, readiness, and operational deployment of negotiators across one of the largest and most remote regions in Alaska. My role includes developing negotiation strategies, supporting incident commanders during critical events, and ensuring our team maintains the skills needed to safely resolve situations involving armed subjects, barricaded individuals, mental health crises, and hostage scenarios. I collaborate closely with Tactical Operators, Behavioral Health professionals, and Detachment leadership to manage complex incidents with a focus on preserving life.I am committed to advancing crisis intervention capabilities across the state, strengthening interagency partnerships, and mentoring newer negotiators so they’re prepared to operate effectively in unpredictable and resource-limited environments.
