ABOUT TIM SMITH

I work part time as a senior consultant with Klere Limited enabling local authorities to consider how to use their assets and estates, and policy and procurement powers, to partner with private sector companies and invest in green infrastructure, skills and technology in their local area. These joint venture models and projects deliver benefit economic, financial and environmental value which in turn supports public sector services which all tax payers rely on. Former assistant director and lead officer for commercial activities at Shropshire Council. Former assistant director for children’s services and a director of resources in further education.I have a strong record of turning concepts into delivery, leading multi million pound investment programmes and projects, achieving commercial targets and generating long term income streams in local government.I’ve played a lead role in transforming public services working closely with partners including health, housing, education and private sector partners to deliver better outcomes for people at less cost within local communities.I’ve led projects which have set up new joint ventures and arms length companies covering a range of services including education, housing, health and carbon reduction schemes. One of these being a public/ private joint venture company to invest and develop biochar from pyrolysis which is pioneering and a first for the local government sector.I’ve held senior management positions across a range of local authority services for over 15 years and have acted as finance director in further education and arms length public sector owned companies being a chartered member of CIPFA for almost 30 years.I have a passion for physical activities and sport and the benefits these bring for people of all ages to improve their health and well being.
