ABOUT TIM DEBARRO

Tim is an experienced project management professional with a proven ability of working with senior management teams to lead, develop and deliver major infrastructure programmes and projects in complex stakeholder environments. He brings experience from roles in government, client, consultancy and construction organisations in both the UK and overseas. He is a confident and engaging individual with a growing reputation for managing and influencing key stakeholders and securing project success.Tim’s specialisation and passion is bringing innovation to the delivery of complex, risk inherent infrastructure programmes in aviation, transportation and utilities sectors. Tim has worked on some of the most high-profile Infrastructure programmes in the UK with Crossrail; Transport for London; and Heathrow Expansion. Tim recently completed a long term role where he led a multi-disciplined team drawing on C-suite industry expertise to provide strategic and technical advice, develop evidence that supports policy decision makers present advice to ministers and senior Cabinet Office, Defra, HMRC, HMT, Border Force officials on matters relating to Border performance, Infrastructure requirements, Trade flow and Port Operations. Tim’s project was shortlisted for a Management Consultancy Award in 2024 Tim built trusted relations across Whitehall to deliver over £300million capital savings and contributed to circa £1billion per annum reduction in potential cost burdens for supply chains. This was achieved against a backdrop of extreme complexity, with evolving requirements, policy changes and a vast array of stakeholders across Whitehall and Industry. Tim’s achievements also include leading the conception and implementation of the world’s first innovation programme in a temporary organisation at Crossrail. From its migration from Crossrail to i3P innovation programme it represents a leading example of how major public programmes and private organisations can support a culture of open innovation collaboration with small and medium enterprises to develop value for the businesses.
