I’m a Director in Baker Tilly’s Government Contractor Solutions practice, where I help federal contractors make sense of the complex world of acquisition, pricing, and compliance. After more than 35 years in federal contracting—including serving as Head of the Contracting Activity at Commerce, DHS, and GSA—I bring a practical, real‑world perspective to navigating government requirements and opportunities.At GSA, I led programs delivering over $70 billion a year in professional services, IT, and payment solutions, which gave me a front‑row view into how agencies buy and what contractors need to succeed. My specialties include the FAR, pricing strategy, business systems readiness, contract vehicle strategy, and handling the trickier parts of contract administration and litigation. I’ve also led MAS, MACs - including OASIS and OASIS+, and GWAC programs, so I know what it takes for IT and professional services firms to strengthen their positioning and reduce compliance and pricing risk. Today, I focus on being a trusted partner to clients—helping them navigate challenges, improve processes, and confidently move forward in the federal marketplace.

I combine deep acquisition expertise with strategic business insight to help clients strengthen compliance, optimize business systems, and improve positioning in an increasingly complex federal environment.I bring more than 35 years of government contracting and acquisition leadership, including advising industry partners on federal acquisition, contracting, pricing, and compliance. Previously, I served as Head of the Contracting Activity at the U.S. Department of Commerce, U.S. Department of Homeland Security, and the U.S. General Services Administration. As an Assistant Commissioner at GSA, I led enterprise programs delivering over $70 billion annually in professional services, IT, and payment solutions.My expertise spans the FAR, pricing strategy, business systems readiness, contract vehicle strategy, and complex contract administration and litigation support. My firsthand leadership of Multiple Award Schedule (MAS), MACs - including OASIS and OASIS+, GWACs, and other complex procurement programs enables me to help contractors strengthen competitive positioning, mitigate pricing and compliance risks, and align offerings with government buying practices and priorities.At Baker Tilly, I focus on building trusted, long term relationships—providing proactive, practical guidance across the federal award lifecycle and leveraging the firm’s breadth of capabilities to drive client success.
