As their first general counsel, I provide in-house legal services to Cascadia Health, the largest community-based behavioral health and substance use treatment services organization in Oregon. I am currently establishing the organization’s first dedicated compliance department. I also serve as privacy officer, compliance officer, and leadership for the housing department In my GC role, I collaborate with executive leadership and the board of directors on legal issues; develop and oversee a risk management framework; helped create an Artificial Intelligence policy and founding member of the AI Governance Committee, developing training and processes for AI tool vetting and implementation; review, advise on and negotiate contracts, and handle contract disputes; manage outside legal counsel and budget; helped lead an organization-wide policy project, creating a new framework for writing, editing, implementing and ensuring compliance with policies, including developing a policy oversight committee; advise and provide training on accessibility, benefits, and other legal-related issues.

ABOUT TIFFANY BLACKMON
Teacher turned lawyer and dedicated community servant. I began my career as a special education teacher through AmeriCorps, and then taught in an adult education program, before heading to law school. I worked with several nonprofits and a Medical-Legal Partnership Clinic during law school. After graduating, I practiced Social Security disability law for several years, and I handled medical malpractice, personal injury, construction defect cases and more in private practice, then served as a career law clerk, before moving into a general counsel role. I am passionate about effectuating change in the city I was born and raised in, and I’m always looking for more ways to engage in our community. I’m a first-generation high school, college, and law school graduate; I’m happy to connect with first-gen college students and aspiring lawyers.
