ABOUT THOMAS CHURCHILL

Civil engineer with over 15 years’ experience delivering complex infrastructure in the UK and internationally. I currently work as a Sub-Agent on the Transpennine Route Upgrade,My career has taken me from early roles in estates and local authority infrastructure, through large EPC programmes overseas, to major rail and flood defence projects in the UK. I’ve worked on Chevron’s Tengiz Future Growth Project in Kazakhstan, led roles on offshore wind and GE renewables packages, and contributed to ESA/DLR space hardware assurance. These experiences sharpened my ability to manage risk, resolve technical challenges, and keep delivery moving in high-pressure environments.I’ve since applied that breadth to UK infrastructure, working on flood defence schemes with the Environment Agency’s Collaborative Delivery Framework and now on multi-disciplinary rail projects. I bring a practical, delivery-first approach while also drawing on lessons from assurance to strengthen outcomes.Alongside project delivery I’ve contributed to training and industry forums, and I have completed an MSc in Transport Infrastructure at the University of Leeds, with research on progressive assurance in rail.
