About Thomas Walsh
I help infrastructure owners make defensible, forward-looking decisions in the face of uncertain natural hazards.I am a risk and resilience engineer specializing in transportation and civil infrastructure systems, with deep experience integrating climate science, hazard modeling, and asset data into practical decision frameworks. My work sits at the intersection of- Transportation resilience (roads, rail, transit)- Climate-informed risk assessment- Natural hazard vulnerability (flood, fire, snow, heat, geohazards), and- Capital planning, benefit–cost analysis, and grant readiness.I’ve led and supported resilience initiatives for state DOTs, transit agencies, federal land managers, water utilities, and municipalities - helping clients move from data to decisions. This includes updating formal risk procedures (J100, NCHRP 23-32), supporting PROTECT and federal funding requirements, and translating complex analyses into clear, actionable guidance for engineers, planners, and executives. While transportation is a core focus, my approach and background in water resources/H&H modeling, is intentionally cross-disciplinary. The methods I apply to transportation systems are equally relevant to water, stormwater, and multi-asset infrastructure portfolios. Expertise areas include:Climate-informed risk assessment • Infrastructure resilience planning • Natural hazards • Quantitative vulnerability analysis • GIS-based decision support • Benefit–cost analysis • Capital prioritizationIf you’re navigating climate risk, regulatory uncertainty, or resilience investment decisions, I’m always open to connecting.
