About Thomas Tom Lewis

Published author and proven consultant, business leader, and board member advising/leading organizations in engineering, energy, water/environment, emergency management, climate, resilience, and sustainability (CRS).Tom originally worked as an advisor for the CSA Group through his independent consultancy (LE4 Advisors, LLC), and then joined its Executive Team to support M&A, investment and strategic growth with a particular emphasis on the energy, water and Federal/Military sectors. Similarly, he joined Tidal Basin as President/COO in Jan 2024 after serving it and other clients through LE4 Advisors - returning to consultant status in November 2024 after successfully implementing a re-organization and rapid scaling in response to Hurricanes Helene and Milton. His focus the prior 4 years was for WSP USA as a board member (3 years), founding federal programs president (first 2 years), and founding CRS business leader (last 2 years) where he led a doubling of its annual revenues and profits. In his final year at WSP, he was lead author of its timely and important book: “Future Ready: Your Organization’s Guide to Rethinking Climate, Resilience, and Sustainability” - published in May 2023 by Wiley. Prior to its acquisition by WSP, Tom worked at Louis Berger for over 25 years, including 4 years as president of Louis Berger U.S. where he successfully reorganized the company, integrated two acquisitions, and led the growth of its annual revenue from around $200M to over $600M in the year leading up to its sale to WSP. He also served multiple years as a corporate board member, 10 years as its lead executive and division manager for environmental, emergency management, disaster response and recovery, hazmat/IH, sustainability, and climate resilience working across federal, state, and local government sectors as well as with the private sector. Tom has also served nationally and globally on a variety of organizational boards, advisory boards and associated committees. This includes the Climate Adaption Center, International Coalition for Sustainable Infrastructure, Resilience Rising consortium of NGOs, Riverkeeper, and Disaster Recovery Coalition of America. Tom holds both a BS and MS in Civil Engineering from the University of Connecticut, and a Doctorate of Jurisprudence (JD) with a focus on environmental, contract and corporate law from Rutgers. Tom is a licensed professional engineer (PE) and passed the bar in multiple US states.
