   In his role as Managing Partner of Elevation Land Solutions, Thomas leads the operations and oversees company growth through acquisitions, strategic hires, and strategic partnerships. Elevation Land Solutions is a Texas-based development services consulting firm that extends the reach of its clients by providing planning, entitlement, financial analysis, engineering, project management, landscape architecture, and other project delivery services.Thomas has over 30 years’ experience working with cities, counties, state agencies, and developers to create and execute projects. He has extensive experience with special purpose districts such as Municipal Utility (MUD), Municipal Management (MMD), Fresh Water Supply (FWSD), Public Improvement (PID), as well as, Tax Increment Reinvestment (TIRZ) and Texas Chapter 380 and 381 agreements. His approach to finding win‐win solutions between the private and public sectors along with his engineering and planning foundation has been utilized by clients to develop master-planned communities, commercial shopping centers, industrial business parks, and mixed-use projects.Prior to joining Elevation Land Solutions (formerly Manhard Houston), Thomas served as Chairman of the Board, President and COO for Jones‐Carter, a 550‐employee Texas based engineering firm. Thomas received his Bachelor of Science in Civil Engineering from Texas Tech University. As an active member of ULI‐Houston, he has served on the Advisory Board since 2014 and co‐chaired the Development of Distinction Awards Committee in 2013 and 2014. Thomas served as President of the Dallas Chapter of the American Council of Engineering Companies in 2005 and currently serves as a volunteer on the Tidwell Development Committee for Habitat for Humanities‐Houston.
