Tom has over 60 years of experience directly related to the development of transportation infrastructure projects for public agencies throughout the country. Tom specializes in multimodal and multidisciplinary transportation projects and corridor studies in complex urban and urbanizing areas. Tom has delivered over 22 Record of Decisions (RODs) for major transit projects with a project value of over $55 billion. Tom is a recognized expert in the FTA CIG process and for assisting public agencies in securing the FFGA. Tom has been an active member of APTA and previously was chair of the Policy and Planning Committee.

   Project Manager, Sepulveda Transit Corridor Environmental Review and Advanced Conceptual Engineering, LA Metro. Tom is the Project Manager for the 13-mile to 20-mile corridor from the San Fernando Valley to West Los Angeles continuing to LAX along the I-405 Freeway Corridor through the Sepulveda Pass. The selected project will make connections with the Ventura County Metrolink line and Metro’s East San Fernando Valley, Orange, Purple, and Expo Lines eventually connecting with the Crenshaw/LAX Line. The environmental analysis (both CEQA and NEPA clearance) will study up to two Pre-Development Agreement contractors alternatives and up to two Metro directed alternatives developed by Tom’s engineering team. The environmental analysis will done in two steps with the CEQA analysis evaluating all four alternatives leading to the selection of a Locally Preferred Alternative (LPA)/Project which will be analyzed in the NEPA document. The LPA will be environmentally cleared for CEQA (NOD) and for NEPA (ROD).
