Rocky Hollenbaugh Indigenous Workforce Systems | Federal Grant Management | Workforce Technology I build workforce programs that actually work for Native communities. For the past several years I\'ve managed federal workforce grants at United Indians of All Tribes Foundation in Seattle — WIOA Section 166, H-1B Sector Partnerships, multi-employer clean energy initiatives. I\'ve written the grants, built the compliance systems, managed the data, and designed the programs that serve the people. Along the way I developed something I call the Canoe Career Journey — a four-pillar workforce framework grounded in Indigenous values that integrates AI-assisted career coaching, digital credentials, cohort structure, and employer-validated pathways. It\'s the most honest attempt I know of to build a career model that doesn\'t ask Native participants to leave themselves at the door. I work at the intersection of federal policy, workforce technology, and cultural grounding. That\'s a weird place to be. I like it there. Currently exploring: LER digital credentials, AI coaching tools, and what it looks like to scale Indigenous workforce models beyond individual programs.
