ABOUT THAO PHAM
Thao Pham is a former senior official of the Canadian government with extensive experience in leadership, executive management and governance. She was Deputy Minister, COVID-19 Recovery, and Deputy Secretary to the Cabinet (Operations) in the Privy Council Office. Over the course of her career, she also served as Associate Deputy Minister of Transport Canada and held several senior executive positions, including: Senior Vice President at Parks Canada; Assistant Deputy Minister at Infrastructure Canada; Vice President at Canada Economic Development for Quebec Regions, and Vice President at the Canadian Environmental Assessment Agency; and other executive positions at Environment and Climate Change Canada. Ms. Pham has led policy coordination and facilitated complex decision-making at the highest level of government. She has successfully managed national programs, large-scale operations, and major projects in transportation, infrastructure, environment, sustainable development, and economic development. She has extensive experience in crisis management, including the federal government response to the COVID-19 pandemic, and in leading complex files involving multiple stakeholders. She has built multipartite collaboration with partners of different levels of government, non-profit organizations, the private sector, and academia.Ms. Pham is currently the Board Chair of the Canadian Air Transport Security Authority (CATSA), and a Board Director of Mobilité Infra Québec and World Wildlife Fund - Canada. She is an honorary senior fellow at the University of Ottawa’s Graduate School of Public and International Affairs, and a member of the Advisory Committee of the Institute for Science, Society and Policy. She holds a M. Sc. in Environmental Sciences from Université du Québec à Montréal, a B. Sc. in Biology from McGill University, and an Institute of Corporate Directors Director (ICD.D) designation.
