About Tess Balagtas
Tess Balagtas has more than 32 years of experience in the engineering consultancy and construction industry. She has extensive experience business development and project administration. Tess recently transitioned to BD Analyst position from Proposal Manager with Kiewit. Prior to joining Kiewit, she spent more than 14 years working with Parsons Corporation, three years of which was spent working in the Middle East (UAE and GCC countries) as proposal center manager/business development specialist, and more than 11 years with Parsons\' New York City office senior business development coordinator. She has also worked as assistant business development manager for Pacific Consultants International Asia, Inc, a wholly owned subsidiary of PCI Tokyo, Japan\'s number one engineering consultancy firm. During this period, she made client visits to Southeast Asian countries. Tess has also experience in assisting administration of various multi and bi-lateral bank funded projects in the Philippines, including the Rural Infrastructure Fund Project when she was with Louis Berger, Governance and Local Democracy Project (with ARD Inc. Tetra Tech), and the International Bank for Reconstruction and Development (IBRD) Highway Management Project (with Renardet SA).
