Under his leadership, the business doubled in size and profitability and achieved the No. 3 ranking among Transportation Design Firms ($1 billion revenue) by Engineering News-Record.In 2018, he founded INFRADEVCO, LLC, providing strategic consulting and management solutions to A/E firms, public agencies, private equity investors, and corporate boards. After earning his Doctorate in Business Administration from DePaul University in 2021, he became Board Chair and CEO of H.W. Lochner, a multidisciplinary transportation consulting firm headquartered in Chicago.From 2021 to 2025, Mr. Ruhl led Lochner through exceptional growth—doubling revenue, nearly tripling earnings, and increasing enterprise value by 450%. In July 2025, he guided Lochner’s merger with Egis Group, a Paris-based leader in architecture, consulting, engineering, operations, and mobility services, positioning Lochner as the cornerstone of Egis’ U.S. growth strategy.Mr. Ruhl earned a bachelor’s degree in civil engineering from Colorado State University and a master’s degree in transportation engineering from the University of California, Berkeley.
