Terrence Foley is the President & CEO of the City Avenue Special Services District (City Ave District). The City Ave District is a unique, business improvement district working with businesses, property owners, developers and residents to shape the future of this important corridor. Spanning across the City of Philadelphia and Lower Merion Township in Montgomery County, the City Ave District is the first multi-jurisdictional special services or business district in North America.Recognizing the advantages of this hybrid district, Terry has led the charge for approval of a game-changing new zoning ordinance passed in 2012 to transform the area from an auto-intensive corridor to an even more pedestrian-friendly, vibrant and diverse hub of businesses, residences and entertainment. Terry oversees all aspects of the District’s management and its programs, which include recently completed $4 million streetscape and lighting projects as well as an additional $10 million in improvements to come over the next five years.Prior to coming to the City Ave District, Terry was the Senior Director of Real Estate Development for Amtrak and was responsible for all property in the New England, New York and Mid Atlantic Divisions. He was also involved in several developments utilizing Amtrak property no longer required for railroad purposes. Terry was formerly the Senior Director of Business Development for Amtrak. Immediately prior to Amtrak, Terry worked at the Port of Philadelphia & Camden as the Director of Business Development, with responsibility for the acquisition and development of several new facilities including a Cruise Terminal and an Intermodal Rail Facility. Terry has also worked for ARAMARK and the Commonwealth of Pennsylvania’s Department of Commerce.Terry received his Bachelor of Science from The Wharton School of the University of Pennsylvania and his Executive Masters of Business Administration from the Fox School of Business at Temple University.
