About Timothy Obrien
Tim O’Brien, a senior economist in The Lewin Group\'s Evaluation and Advanced Analytics capability, has more than twenty years of experience in economics. Proficient with management and analysis of claims, beneficiary, and provider data, he expertly translates complex technical concepts to everyday language to create innovative and informative solutions to real-world problems. At Lewin, Tim supports both the evaluation of the Oncology Care Model (OCM) and the implementation of the Community Health Access and Rural Transformation (CHART) model. At RTI, Tim led the beneficiary assignment task for the Medicare Shared Savings Program (MSSP) and consulted on the alignment task for the Direct Contracting Model. Tim integrated voluntary alignment into the assignment algorithm, designing the process adopted across Centers for Medicare & Medicaid Services (CMS) initiatives. Mr. O’Brien has leveraged Medicaid, Medicare, and commercial claims data to measure outcomes for the State Innovations Model (SIM), Maryland All-Payer Model, and Multi-Payer Advanced Primary Care (MAPCP) projects. His research interests include access to and quality of care for low-income and vulnerable populations as well as alternative payment models.
