As a member of the U.S. Trade and Development Agency’s Office of General Counsel, I manage legal and compliance responsibilities on $20M+ annually in infrastructure development grants and events across 17 countries in the Indo-Pacific region.• Directly negotiate terms of grants and contracts with dozens of U.S. and overseas partners, including foreign governments, state-owned entities, global companies, universities, and non-profits.• Independently conduct legal analysis of items critical to programs: funding requests, grant agreements, contracts, cost shares, statements of work, amendments, MOUs, close-outs, and audits.• Oversee risk and compliance throughout contract lifecycles, detecting and mitigating concerns proactively on 50+ contracts; assess red flags on U.S. and foreign entities (sanctions, corruption, financial issues, conflicts); coordinate with embassies and partners to customize grants and SOWs.• Lead counsel on due diligence: co-led the RFP, bid evaluations, and onboarding for new due diligence contractor; regularly train staff on best practices; led revamp of due diligence guidelines.• Recipient of 2024 Innovation Award for enhancing due diligence efficiency and effectiveness.• Lead counsel on artificial intelligence (AI): led AI compliance initiatives, drafting the Agency’s AI Compliance Plan and advising leadership on best practices for AI integration and risk management.• Well-versed in feasibility studies, pilot projects, and SaaS in multiple sectors:o Energy – nuclear/SMR, geothermal, battery storage, transmission, mini-grid, wind, solar, LNG;o Transportation – aviation security, airport design, port and rail modernization, training grants;o Healthcare – hospital design, records digitalization, drone delivery, infrastructure upgrades;o Telecommunications (smart cities, connectivity) and Critical Minerals (extraction, processing).
