About Tara Castro Narayanan
I am an all-in partner to developers and builders so they can build what they need in California’s highly regulated real estate industry. I am a strategic collaborator and ally who develops deep relationships with my clients. I use innovative approaches to break through red tape to negotiate solutions with decisionmakers in positions of regulatory authority. Through my role as a seasoned real estate attorney, I provide legal guidance to solve problems associated with commercial development and all forms of homebuilding (condominiums, planned developments, cohousing, affordable housing) to get to the “yes” needed to move forward. I help clients form governing associations for common interest developments, neighboring properties with shared uses, shopping centers, and the like; convert apartments to condominiums; prepare agreements for joint use, shared maintenance, and shared insurance; and help resolve clients’ title insurance and other real property concerns. I have over 28 years of experience representing clients from multi-million dollar public and private companies to small businesses to individuals. My areas of experience include:• Common interest developments, particularly governing documents and easements for residential, commercial, and mixed-use developments.• The title industry, particularly title insurance and escrow handling.I currently serve as Chair to Procopio\'s Diversity, Equity and Inclusion Committee and as a strategic member of Procopio’s Women’s Initiative Committee.PUBLICATIONS• Prior to joining Procopio, I co-authored Chapter 28 “Common Interest Developments,” Miller & Starr, California Real Estate, 4th Edition, a well-known treatise on California real estate law.• Prior to joining Procopio, I rewrote Chapter 6 “Escrows,” Miller & Starr, California Real Estate, 4th Edition.

I counsel clients in establishing, operating and maintaining residential, commercial, retail, and mixed-use common interest real estate developments. I have represented developers, builders, and owners and, in the past, title insurance companies in both state and federal jurisdictions. I assist clients with preparing governing documents and related easement, land sharing, and maintenance agreements for residential, commercial, industrial, and mixed-use fee simple and ground lease developments. With this experience, I have aided clients on a wide variety of projects, including large and small residential planned developments and condominiums, master-planned communities, high‐rise mixed-use condominiums, industrial and commercial parks, senior housing, and affordable housing. I work with clients on obtaining local and state project approvals and evaluating the benefits of air space parcels and/or condominium structures. I also advise clients on issues related to the Subdivision Map Act, Subdivided Lands Act, Davis-Stirling Common Interest Development Act, Commercial and Industrial Common Interest Development Act, and the Right to Repair Law (SB 800). My experience has also involved resolving clients’ title insurance and other real property disputes, including quieting title regarding easements, encroachments, and illegal subdivisions.
