From 2015 to 2020, Sam served as Director for Digital Trade at the Office of the U.S. Trade Representative (USTR), where he led negotiations on a range of trade policy matters including cross-border data flows, internet and telecom services, cybersecurity, and foreign investment.Prior to his government service, Sam worked in the nonprofit and private sectors on internet policy and projects to leverage technology in support of international development and human rights.
