Extensive experience across DoT, BSNL (Bharat Sanchar Nigam Ltd) and TEC (Telecommunication Engineering Centre) in India.Active engagement in global standards development at ITU, ISO/IEC.Recognized leader in telecom, IoT, smart cities, cyber security, global standardization, policy development, regulation and technology innovation.Key Leadership Roles -Additional Director General Telecom, North East (NE) License Service Area, DoT (Nov 2023 - Feb 2025)- overseeing the telecom development, project implementation, telecom/ ISP networks Security, services etc for six states of NE.Deputy Director General, TEC (2013 - Oct 2023)- pioneered the India\'s M2M/ IoT standardization framework, developed 20 Technical Reports (TRs) in IoT domain that influenced national policies and global standards (https://tec.gov.in/M2M-IoT-technical-reports ).Six TRs recognized by ITU as insightful technical resource, now featured on ITU\'s portal (IoT sections 20••••21 ITU-T SG20 Regional Group for Asia - Pacific (since Jan 2023)- driving IoT and Smart cities standardization across the region.Vice Chair, ITU-T SG20 WPII; and FAO/ ITU focus group - AI & IoT for Digital Agriculture,(2022 -24).Chair, TEC National Working Group 20 on IoT & Smart Cities (20••••23).Contributed to 150+ meetings of ITU-T (SG20, SG17), ITU-R WP5D, ISO IEC JTC1 SC41, APT etc. playing a key role in the development of global standards.Delivered talk on IoT, 5G, Security, Smart cities, Digital Transformation etc. in 200+ global conferences, ITU webinars, ETSI IoT/Security week, Training programs etc.DoT/ BSNL field units (19••••11)- Leadership roles across 11 cities, spanning telecom planning, projects, O&M of mobile and Optical Fibre networks. Designed & implemented Giga bit links to universities in NKN; and MPLS/ leased circuits to corporates including CWG Cycling Championships (2009), Noida and F1 racing car (2011), Greater Noida.Honours/ Recognition:1. Certificate of Appreciation from ITU-T SG-20 (IoT, Digital Twin & Smart Cities) in its meeting (July 2024), for the excellent support & work in standardization activities. Felicitated by the Hon’ble Ministers, Govt. of India on World Standards Day 2023, for the excellent work of BIS IoT & Digital Twin Committee (LITD 27), which I have the privilege to chair.

1. Chair of Itu-t Sg-20 Iot, Digital Twin and Ssc & C Regional Group for Asia Pacific

   International Telecommunication Union

   Feb 2023 — Present

   ITU-T Study Group 20 management approved the creation of its Regional Group for Asia Pacific [ITU-T SG 20 RG AP] in its meeting held in Geneva in Jan 2023. Contribution for creation of this regional group was submitted by me from TEC in ITU-T SG-20 meetings held in July 2022 and Jan 2023. I was given the honor to chair this newly created group.As a Chair, I organised the following three meetings in virtual mode: 3rd meeting held on 4-5 August 2025 having 133 participants from 10 countries. More details on the link & utm_medium=member_desktop & 2nd meeting held on 23-24 April 2024 having participation of 149 delegates from 11 countries. Ist meeting held on 25-26 July 2023 having participation of 121 delegates from 15 countries. Meeting reports, List of participants and other related documents are available on ITU-T SG20RG-AP webpage Outcome of each meeting is submitted as a contribution for the subsequent meeting of ITU-T SG-20. All the three meetings have been quite successful in terms of participation and contributions. ITU appreciated the success of these meetings. ITU-T TSB SG-20 invited me to present the SG20RG-AP meeting report in ITU-T SG-20 plenary, 15-25 Sept.
