I conduct contested hearings involving approximately 30 state agencies in MD resulting in 500 different types of cases. Nearly cases are filed with the OAH each year involving high volume dockets and complex administrative law cases. The hearings are de novo, and some involve a review of the appeal record. I issue written decisions. The written decisions require detailed findings of fact and credibility determinations, resolution of disputes of material fact, and analysis of the law in relationship to the facts. Writtendecisions, including written rulings on motions, usually have statutory due dates ranging from 5 to 90 days. I also issue decisions from the bench in motor vehicle, patient bill of rights, involuntarily admissions, and clinical review panel cases. Required skill set includes excellent oral and written expression, judicial temperament, and critical time management skills.
