Supervises and evaluates assigned staff, manages employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals in order to assure the department performs effectively and efficiently in the delivery of services to their customers. Plans, directs and controls the day to day operations of the department to include landfill, recycling, refuse collection and disposal services, leaf and limb services, and billing function. Initiates, drafts, and proposes ordinances, resolutions, and policy for consideration by the Mayor and Commission for the continued improvement of solid waste programs in the community. Proposes programs and projects for the consideration of the manager. Markets new programs and ensures effective communications and minimizes complaints with business, commercial, and residential customers. Oversees collections and disposal operations of the landfill in order to comply with Subtitle D and other regulations to include the regular monitoring of methane, air, groundwater, surface water and other potential impacts on the environment. Oversees the regular monitoring of surface water at the Solid Waste Administration, RMPF and Solid Waste fleet maintenance complex Prepares the annual department budget; monitors and controls expenditures to comply with budget. Calculates and recommends solid waste, collections, landfill, and recycling rate structures with the assistance of finance staff to assure proper funding of programs; monitors cost vs. revenue for each service to provide factual information for future rate changes. Acts as liaison between the department and state/federal agencies, other local governments, and the public to respond to inquiries and complaints; assists the public to resolve the complaints; resolves conflicts in services provided by the Unified Government.
