ABOUT STUART POULTER

AICP-certified land use and environmental planner with over 10 years of consulting experience successfully managing and preparing environmental review (CEQA/NEPA) documentation for a variety of project types and public and private clients across California. My project management approach ensures that both public agencies and private entities comply with CEQA and other state and federal environmental regulations while expediting the implementation of critical public projects. I have leveraged my environmental planning training and background to develop a comprehensive understanding of the complex, and ever-changing, wildfire regulatory context at the local, regional, and state level, including a thorough understanding of the California Vegetation Treatment Program (CalVTP) Programmatic Environmental Impact Report (EIR) Project Specific Analysis (PSA) process. I have successfully managed and implemented wildfire resilience planning and environmental review projects for a variety of local agencies and special districts across the Bay Area, Central Coast, and Sierra Foothills. I also have extensive experience collaborating and consulting with a variety of wildfire protection agencies including state (CAL FIRE), regional and local fire districts as well as other equally valuable community-based, resource protection, and governmental stakeholders in the wildfire resiliency space, including Fire Safe Councils and Firewise neighborhood groups, tribal governments, resource conservation districts, open space/parks districts, utility providers, and other emergency management representatives. Previously, I served as a environmental planner at EMC Planning Group where I actively managed and assisted with the preparation of various environmental review documentation, including CEQA/NEPA compliance documents for both public and private clients. I also provided contract planning services to several local city planning departments as well as preparing and managing various entitlement and permit application processes for private clients. While earning my Masters in City and Regional Planning at Cal Poly-San Luis Obispo, I worked as a environmental planning intern/technician at SWCA Environmental Consultants in San Luis Obispo, assisting with various CEQA and permitting documentation for coastal and inland projects. My prior professional experience was within the legal field as a paralegal and legal assistant in the federal government (tax law) and private practice (corporate immigration law).
