About Stuart Norton
I am an entrepreneur, program manager, scientist, and team builder, with 16 years’ experience in the private sector and nine in public service. I have extensive supervisory experience, including managing large teams, some up to 45 members, as I am passionate about building teams, engaging in collaborative work efforts and mentoring junior scientists and engineers. I have strong interpersonal skills and I\'m well versed in business development, stakeholder engagement and client coordination. I have extensive technical experience working with surface water, groundwater and reclaimed water supply systems. I have worked as project manager and technical lead on a variety of water resource projects including Managed Aquifer Recharge (MAR) projects, such as aquifer storage and recovery (ASR) and artificial recharge systems, traditional water supply projects, such as municipal groundwater production wellfields, surface water supply systems and reclaimed water supply systems. My graduate research focus was trace-metal (arsenic) mobilization during MAR. In addition to water supply development, I have performed numerous environmental assessments at commercial and industrial sites, including USEPA CERCLA (Superfund) and RCRA (solid waste) facilities, where contaminants of concern included per- and polyfluoroalkyl (PFAS) substances, arsenic and other metals, chlorinated solvents, petroleum products, creosote, explosives and pesticides in soil, groundwater and surface water. My recent focus has been supporting the assessment and treatment of a large ethylene dibromide groundwater plume at the Kirtland Air Force Base Bulk Fuels Facility and PFAS in a thick (400 ft.) vadose zone and groundwater at Cannon Air Force Base.

Manages the Air Force Civil Engineering (AFCEC) program, a $15 million effort, for the New Mexico Water Science Center (NM WSC), while supervising the Water Sustainability Unit. His staff manages a variety of water resource projects which regularly account for more than one-quarter of the approximate $12 million total annual budget for the NM WSC, with numerous scientific publications and data deliverables. He is passionate about supporting and nurturing staff through their careers. Dr. Norton has served as NM WSC Deputy Director for Data where he was responsible for overseeing a program consisting of 45 employees with a budget of more than $5 million annually. In a similar role, he also served as Washington Water Science Center Deputy Director for Studies, while splitting his time for his regular duties as AFCEC program manager.
