ABOUT STUART A. DWYER

Vice President for Strategic Engagement at ITIF. Former diplomat, experienced in mobilizing diverse stakeholders to achieve objectives in economic development, trade, security cooperation, environmental issues and business advocacy. Deep policy and operational experience in EU member states, Russia and Canada through multiple Foreign Service assignments at U.S. missions abroad. History of bringing innovative approaches to managerial and policy challenges, including by leveraging cooperation among academic institutions, business, non-governmental organizations and senior government officials to shape outcomes. Recipient of multiple State Department awards. Excel at complex problem solving in cross-cultural environments of high ambiguity. Proven track record of building and leading teams comprised of highly diverse professional and personal backgrounds. Skilled at written communication that captures and distills complex, nuanced issues for decisionmakers and other audiences. Experienced in public speaking as well as engaging with print and broadcast media, including in French and Russian. Hold an MA in International Policy Studies from Stanford University, an MBA from Syracuse University, a Brevet in International Public Policy from France’s École Nationale d’Administration and a BA in International Political Science and Economics from Middlebury College.
