About Steve Pylypchuk
I am a civil engineer by training, a systems thinker by habit, and a public servant by choice. I work at the intersection of engineering, governance, and long-term public outcomes.For nearly two decades, I have worked on complex, highly constrained infrastructure projects across New Jersey and the region. My experience spans site civil, utilities, stormwater compliance, transportation interfaces, and urban redevelopment. Much of my work has been in environments where space is limited, coordination is constant, approvals are complex, and the public impact is immediate. I focus on solutions that are not only technically sound, but buildable, approvable, and durable.At YU & Associates, I serve as a Principal and lead civil engineering operations across public and private sector work. I help teams navigate regulatory requirements, municipal approvals, environmental constraints, and interagency coordination while keeping projects grounded in real-world outcomes. I believe good engineering is as much about judgment and sequencing as it is about calculations.The most important infrastructure is the kind we build around people. Schools. Housing. Transportation. Public space. Trust in government. Systems that work upstream rather than only responding when things break.That belief led me into public service. I currently serve as Council President in Morristown, where I oversee policy and capital planning related to infrastructure, land use, public works, and community services. In that role, I work across state, county, and local partners to align long-term investments with community priorities, fiscal responsibility, and transparent governance.Whether I am working in the field, coordinating a design team, or sitting at the council table, my focus is the same.
