My practice addresses complex government contract matters across a wide variety of industry sectors, arising out of state, federal, and foreign military funded transactions and sales. I serve as lead counsel in resolving disputes concerning these matters in the US courts, agency and administrative boards and under domestic and international ADR procedures. Specialties: Areas include matters involving United States government contract and federal awards cost allowability, the Cost Accounting Standards (CAS) and the Truthful Cost or Pricing Data (f/k/a Truth in Negotiations Act (TINA)) requirements, as well as a variety of matters including negotiation of contracts under emergency contracting terms and authorities, the Defense Production Act (DPA) and its Defense Priorities and Allocations System (DPAS) implementing regulations, bid protests, contract compliance and audit issues, internal investigation, mandatory disclosure and civil False Claims Act (FCA) matters, Department of Defense (DoD) business systems compliance, equitable adjustment or breach of contract claims, software and data rights concerns and other contract disputes.

   I am the Practice Group Leader for the US Government Contracts practice and a leader of the firm\'s Global Government and Public Procurement group. My practice addresses complex government contract matters across a wide variety of industry segments concerning state, federal, and foreign military funded transactions. I serve as lead counsel in resolving disputes concerning these matters in the US courts, agency and administrative boards and under domestic and international ADR procedures. My work includes contract negotiation under emergency contracting authorities including the Defense Production Act (DPA), domestic and cross border protests, claims, corporate transactions and defense against contract cost disallowance, cost accounting noncompliance, contract default, fraud or corruption allegations. I represent a variety of companies across diverse industries including aerospace and defense, construction and engineering services, information technology, health care, biotechnology, pharmaceuticals and energy. I focus on assisting clients with United States government contract cost accounting and cost allowability matters. I am a Certified Management Accountant and I advise clients on issues arising out of the Cost Accounting Standards (CAS), Cost Principles in the Federal Acquisition Regulation and 2 CFR Part 200 and the Truthful Cost or Pricing Data (f/k/a Truth in Negotiations Act (TINA)) requirements, including resolving audit issues. Additionally, I handle client bid protest concerns, contract compliance and audit issues, internal investigation, mandatory disclosure and civil False Claims Act (FCA) matters, Department of Defense (DoD) business systems compliance, equitable adjustment or breach of contract claims, reverse-Freedom of Information Act (FOIA) cases, software and data rights concerns and other contract and regulatory disputes.
