About Steve Hallmark

Mr. Hallmark has a BS Degree in Forest Management from Stephen F. Austin State University in Nacogdoches, Texas and is an ISA Certified Arborist and an ISA Certified Utility Specialist. He has extensive experience managing large-scale utility vegetation management programs, including budget, regulatory compliance, contract design and enforcement, and government and industry liaison. As a past President of the Utility Arborist Association, he has served in a leadership capacity for industry organizations and task forces on vegetation management issues. Mr. Hallmark was instrumental in the development and implementation of a municipally-owned utility’s Wildfire Mitigation Plan (WMP) to be in compliance with its state’s Public Utility Commission’s regulations.Additionally, he has helped numerous utilities throughout the western United States enhance their WMPs. Most recently, he served on an independent team retained by the Governor’s Office of a state in the western United States to oversee the implementation of a major investor-owned utility’s WMP. Additionally, this effort included review of the WMP efforts at two other large investor-owned utilities in the western United States. With over 40 years of utility vegetation management and line construction practices experience, Mr. Hallmark is recognized as a highly qualified subject matter expert on a national level.
