ABOUT STEVE BUTLER

Something has shifted in the world of AI governance. And most organisations have not noticed yet. For two years I have been building the answer to a question that nobody else was asking clearly enough. Not how to make AI more capable. Not how to monitor it or document it or audit it. But how to prove, with evidence, that a named human being was actually in control of an AI-influenced decision at the moment it mattered. That question is now the most important question in every boardroom, every regulatory hearing, and every insurance underwriting conversation involving AI. I call what has happened the Verification Revolution. We have moved from an era of belief-based governance, where good intentions and documented policies were sufficient, into an era where proof is the only currency that survives scrutiny. Regulators do not accept assurance. Insurers do not accept self-certification. Courts do not accept good faith. The question has changed from did you mean well to can you demonstrate you were in control. My answer to that question is the Constitutional Stack. Twenty-four laws across three frameworks: the Six Laws of Epistemic Opposition, which govern how AI must reason. The Seven Laws of Agentic Safety, which govern how AI must behave. The Eleven Laws of Human Governability, which govern the humans deploying it. Together they define the minimum conditions under which AI can legitimately be deployed and humans can legitimately claim to be in control. These frameworks are published in The AI Survival Trilogy. They are operationalised in enterprise software through AITru Solutions. They are diagnosed in organisations through Luminary Diagnostics. In March 2026, the International AI Safety Report backed by 30 countries, Morgan Stanley\'s human expert threshold findings, and the Pentagon\'s designation of Anthropic all confirmed, independently and simultaneously, what these frameworks were built to address. I did not arrive at this moment. I built towards it. If your organisation is navigating AI governance, human control, or the question of what genuine authority over AI actually means, this is the conversation I exist to have.
