ABOUT STEPHEN BARTEAU

Technology executive with 15+ years leading enterprise IT and cybersecurity in Orange County local government — compliance-heavy, operationally demanding, zero margin for error. I oversee a 16-person organization spanning IT operations, information security, GIS, and application development with a $2–3M budget. I\'ve driven hybrid cloud migrations, architected HCI private cloud environments, and built AI enablement programs from the ground up. I was a key leader on the County of Orange\'s Oracle Fusion Cloud ERP migration — employees, 22 agencies, Deloitte as partner. When our data center faced an emergency halon failure, I led the full unplanned migration under pressure without a single service interruption. I also rewrote our Business Continuity Plan from scratch. As ISO for one of the nation\'s five largest election jurisdictions — 1.9 million registered voters — I run security programs where the stakes extend to democratic infrastructure itself. I represent the county at the OC Cyber Security Task Force and mentor public sector security leaders through MS-ISAC. This is not theoretical work. What sets me apart: I\'ve sat at every seat at the shared services table — BRM at Boeing, delivery side at OC Sheriff, client side at OC Elections. That 360-degree perspective is rare and it changes how I lead, negotiate, and execute. PMP-certified. County Technology Committee member. Now focused on my next executive role in OC — local government, defense/government contracting, or Oracle ecosystem. Hybrid preferred.
