About Stephen Sax

I have 25 years of experience finding solutions to challenging stormwater issues, permitting large complex Megaprojects, delivering projects, overseeing mitigation and environmental compliance. I have delivered over 100 Design Build and Design Bid Build projects. These have including replacing the SR 520 Floating Bridge, construction of the SR 99 bored tunnel and construction of the International Arrival Facility at Sea-Tac Airport. My interdisciplinary technical experience incorporates stormwater sampling, management and policy development, environmental compliance, NPDES and environmental permitting, AKART implementation, watershed and wetland mitigation, development and implementation of water quality monitoring and protection plans, contract development, staff training, research and environmental documentation. I spent five years as the interdisciplinary technical lead for stormwater management and environmental compliance during design and construction of the SR 520 Floating Bridge, an $860 million project. I led interdisciplinary teams in developing an innovative stormwater treatment system for the floating bridge using the AKART approach. I ensured all elements of the project complied with over 400 environmental commitments and developed strong collaborative relationships. I have certifications in Low Impact Development (LID), temporary and as a certified erosion and sediment control lead (CESCL), These have been beneficial in implementing policy and applying strategies for effectively navigating the changing stormwater regulatory environment.I spent two years as the hazardous materials technical lead for the Northwest Region of WSDOT, I assessed risks of projects encountering hazardous materials and remediation costs. I conducted sampling, reviewed phase 1 and 2 assessments, wrote contracts, and determined remediation options. I also provided assistance to construction offices helping them apply innovative BMPs for protecting surface water.I left WSDOT to work at Watertectonics managing environmental compliance on the International Arrival Facilities at SeaTac Airport, and later on over 30 construction projects. Currently I am employed with Jacobs Solutions managing environmental compliance during construction of the E130 Sound Transit project from Seattle to Mercer Island. I conduct inspections, implement project coordination and scheduling and provide technical assistance.
