ABOUT STEPHEN RULE
Stephen Rule is a senior researcher at ScotCen in Edinburgh, Scotland. He has worked extensively as a policy research consultant and is a Research Fellow in Stellenbosch University\'s Department of Geography and Environmental Studies. He specialises in the design and management of social policy and industry-related surveys (online and face-to-face) and data analysis and has worked throughout southern Africa as well as in Rwanda, Nigeria and Kenya. He has managed quantitative and qualitative research on educational, religious, health, migration and political issues. He completed a PhD in political geography in 1996 at the University of the Witwatersrand. He was a Board member of the South African Monitoring and Evaluation Association (SAMEA) from 2011-14. Previously, he has been a research director at the Human Sciences Research Council; a research director for the Minister of Social Development Dr Zola Skweyiya; and chairman of the research committee of the National Development Agency (2003-7).
