About Stephen N. Provazza

I help companies navigate some of the most challenging moments they face, including government investigations, regulatory scrutiny, and high-stakes litigation matters. I draw on years of experience leading those matters from inside a state attorney general’s office. I work with clients across highly regulated industries, including healthcare, fintech, automotive, energy, and other consumer-facing businesses, particularly when state or federal regulators are asking difficult questions about competition, pricing, marketing, or business practices. Before joining Arnall Golden Gregory LLP, I served as chief of the Consumer & Economic Justice Unit at the Rhode Island Office of the Attorney General, where I led the Office’s consumer protection, antitrust, and data privacy enforcement efforts. My work included complex investigations and litigation involving advertising and marketing practices, consumer finance, pricing and sales conduct, and emerging privacy and technology issues. I also participated in major bipartisan multistate matters that resulted in substantial recoveries and nationwide injunctive relief. A significant part of my work has focused on healthcare regulatory review and antitrust oversight. I have led merger reviews, worked closely with the Federal Trade Commission and other state agencies, and helped craft Rhode Island’s healthcare pre-merger notification rules. I now advise healthcare systems, private equity sponsors, and other investors on transactions that may draw state or federal antitrust scrutiny, particularly where multiple jurisdictions are involved. With a regulator-informed perspective, I help clients anticipate enforcement priorities, develop practical response strategies, and resolve matters efficiently while minimizing disruption to their business.
