Delivered cloud-ready, containerized Drupal solutions to support PSPC’s enterprise Cloud Adoption Project. Migrated regional intranet sites into a secure, scalable Azure App Service environment running Drupal 10 WxT, aligned with Government of Canada standards for security, WCAG 2.1 AA accessibility, and bilingual content.Tasks- Migrated the Québec Intranet to Azure App Service, implementing a fully containerized deployment architecture with automated Azure DevOps pipelines for builds, testing, and releases- Designed and implemented the multi-site Drupal architecture required to onboard additional regional intranets within the unified cloud environment- Executed the full migration of the Atlantic Intranet from Drupal 6 to Drupal 10 WxT, including database upgrades, schema mapping, file transformations, and multilingual content preservation- Integrated trusted CA certificates into the container build process, enabling secure TLS inspection and compliant HTTPS communication across internal networks- Configured the cloud infrastructure using managed MySQL, Redis, and containerized PHP-FPM/Nginx stacks in alignment with GoC web property and security requirements- Validated data integrity and performance across both migrated intranet sites within the multi-site Azure deployment- Produced comprehensive documentation in Infowiki and Azure DevOps, including installation procedures, CI/CD workflows, operational runbooks, and source-control standards- Supported IT Security through documentation and compliance inputs for the Drupal cloud environment- Provided onboarding and training to internal developers on cloud-native workflows, environment setup, and best practices for maintaining Drupal in Azure.

ABOUT STEPHEN MULVIHILL
Mr. Mulvihill is a web application developer with experience working for both government and private sector clients. He has been architecting solutions with the Drupal platform for more than ten years where his involvement has encompassed the full spectrum of system architecture, software design and implementation. Mr. Mulvihill is a maintainer for the Drupal WxT distribution, as well as for other Drupal 10 contributed modules.Mr. Mulvihill was recently on contract at Health Canada as a solution architect. At Health Canada he designed and built two complex workflow systems to support Access to Information and Privacy (ATIP) requests. He has also built three public-facing web applications under the Canada.ca umbrella using Drupal WxT. While at Health Canada, Mr. Mulvihill was credited with 36 contributions on Drupal.org, including 32 contributions to the Drupal WxT distribution.Mr. Mulvihill is a graduate of Carleton University’s four-year Bachelor of Information Technology (BIT) program.
