Chairman, System Review Panel @Network Rail High Speed

Network Rail (High Speed) Ltd (HR-HS) operate and maintain High Speed 1 (HS1) on behalf of HS1 Ltd. NR-HS hold the Safety Authorisation under ROGS which covers the high speed railway between St Pancras and Cheriton, together with the stations at St Pancras International, Stratford International and Ebbsfleet International.Acting as the Chairman of the Network Rail (High Speed) Ltd System Review Panel (SRP) with delegated authority from the NR (HS) Ltd Safety and Performance Board.Appointed Independent Competent Person as defined in Regulation 2 of the Railways and Other Guided Transport System (Safety) Regulations 2006.Responsible for making sure that appropriate consideration has been given to systems safety and safety in the management of change, to provide assurance to stakeholders and others that legislative requirements have been met and that the processes of managing compliance with legislation is comprehensive and effective.Maintaining quoracy at meetings, in accordance with the subject matter under review.In consultation with the Head of High Speed Safety, Strategy & Delivery defining the meeting agenda.Making sure papers and information required for SRP consideration are issued to panel members in a timely manner.Making sure that minutes of meetings are agreed and issued in a timely manner.Validating decisions in respect to compliance to the Network Rail (HS) Ltd Health and Safety Management System, current Safety Authorisation and Network Rail (HS) Ltd Standards and their continued validity.Liaison both internally with NR (HS) Ltd stakeholders and externally with HS1 Transport Undertakings.Maintaining interfaces with Network Rail, Eurotunnel, Eurostar, Southeastern and others who may be affected by the change, making sure that appropriate reasonable consultation has taken place with those affected parties.
