ABOUT STEPHEN COOK
Stephen is a city planner and energy consultant with over two decades of experience in development and infrastructure planning and delivery. Based in London, he leads Arup’s Urban Energy business, covering heat network policy and projects, whole systems energy planning and city decarbonisation plans and projects. In his role as Arup’s programme director for EBRD Green Cities, Stephen has worked with many cities across Eastern Europe and Central Asia, supporting their transition to a greener and more sustainable future. Stephen joined Arup in 2005 and has worked on a wide range of assignments including energy masterplans, carbon reduction scenario modelling, heat network project feasibility and business case studies, smart cities and distributed energy system research, carbon and energy policy advice and preparation of planning applications.Prior to joining Arup, Stephen worked for Bechtel as a project planner and environmental manager on Channel Tunnel Rail Link (HS1) and Thameslink route modernisation.
