About Stephen Campbell

Stephen Campbell is a skilled and dedicated capital project manager and program executive, trained in architecture, urban design, planning and sustainability. He has honed such skills at the New York City Department of Design and Construction, and the Washington DC Department of General Services (DGS). He also worked for three years in the Middle East at Dar Al Handasah’s Planning Department, as well as teaching at the American University of Beirut. During much of that time he further employed these skills in his own Consulting practice, in a capital portfolio management capacity for governmental, quasi-public, and private capital management applications.

   The Planning Office of DGS provides planning leadership, expertise and direction, as a recognized technical authority in the District of Columbia pertinent to capital construction, development and planning requirements. It also interprets associated laws, regulations, policies and legislation; and develops and then coordinates planning projects and programs designed to monitor, assess and/or improve the capital development processes and operations, District-wide. The Planning Office also manages initiatives assigned by the Director of the Agency. The Planning Office aligns DGS capital initiatives with other planning and developments underway throughout the District. It attempts to ensure that these initiatives are consistent with, and further promote Comprehensive Plan and One City goals. It also identifies opportunities and strategies for synergies between otherwise unconnected initiatives.
