I serve as the Technical Order Management Agent (TOMA) for the MQ-9B Qatar Foreign Military Sales (FMS) program, providing end-to-end oversight of technical orders and flight manuals to ensure accuracy, compliance, and sustainment throughout the program lifecycle. Lead the planning, development, validation, and configuration management of all technical publications supporting international MQ-9B operations. Direct the technical order lifecycle from initial requirements through verification, publication, and long-term sustainment, aligning with TO 00-5-1/00-5-3 standards and FMS customer needs. Coordinate across AFLCMC, AFSAC, DSCA, OEMs, and international partners to manage technical order deliverables, updates, and configuration control. Author and implement governance tools including the Technical Order Life Cycle Verification Plan (TOLCVP) and Technical Order Life Cycle Management Plan (TOLCMP) to ensure repeatable, audit-ready processes. Provide subject-matter expertise on technical order requirements for acquisition documentation, Statements of Work, and Letters of Offer and Acceptance (LOAs). Previously authored the Technical Manual Contract Requirements (TMCR) for the India MQ-9B FMS case, establishing standards for contractor deliverables and ensuring program compliance with USAF technical data policy.
