Full cycle recruitment for all exempt, non-exempt, and temporary employees.• Ensure compliance with federal regulations, Davis Bacon Act (DBA), and union contracts.• Collaborate with hiring managers to understand staffing needs and ensure timely fulfillment.• Create and maintain job descriptions for all positions including creating new job descriptions as needed and recommending revisions to existing descriptions.• Manage the end-to-end employee lifecycle, from onboarding to offboarding.• Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.• Develop and maintain affirmative action program(s) and maintenance of records, reports, and logs to conform to EEO regulations.• Source for potential candidates and implement new sourcing methods (e.g social recruiting and Boolean searches)• Develop and maintain career progression path for each department within the family of companies.• Conduct complex/sensitive employee related investigations and perform advanced employee relations activities including support and counseling for job-related conflicts, problem solving and dispute resolution, managing employee performance issues, review and assessment of termination requests, and conducting exit interviews.• Field employee inquiries related to insurance, vacation, sick leave, and employee assistance.• Partner with senior leadership to establish and develop corporate and HR policies and procedures.• Participate in local and virtual job fairs and career events.• Support performance review processes, ensuring they are conducted on time and consistently by managers as well as provide guidance in addressing performance issues.• Ensure compliance with all federal, state, and local employment laws.• Collaborate with safety department to ensure compliance with DOT Regulations for Services and Construction Sector.
