   Ms. Keyser has over thirty years of experience leading solutions to complex issues, managing large scale programs, and implementing change across multiple defense, national security, civilian, and international commercial clients. Ms. Keyser has been instrumental in driving large-scale organizational transformations including those within the National Geospatial Agency, Department of Homeland Security, FBI, and Defense Health Agency. Ms. Keyser has a demonstrated record leading high-performing, geographically dispersed teams, excelling at cross team collaboration, and establishing relationships, builds consensus and drives results. Ms. Keyser is currently leading the care transformation of Military Health, implementing high reliability principles to reduce harm and improve outcomes; the largest and most complex HRO implementation in a large Federal health care setting. Leads $130M portfolio related to HRO and future military health program requirements, focusing on business and technical integration, while adapting commercial best practice to the Federal government. These engagements are at the headquarters and medical treatment facility level to ensure leadership commitment, drive culture changes and implement sustaining activities. As the senior executive, she engages senior government executives such as DHA Chief Medical Officer and Service Surgeon Generals, setting the vision, driving business strategy and planning changes. She drives business strategy and planning for the firm’s HRO capabilities, developing intellectual capital, identifying pipeline, and creating a career pathway for staff. She has been the program manager for multiple simultaneous client delivery contracts in military health, delivering organizational transformation, change management, strategic planning, performance metrics, medical claims processing, patient safety, health population analysis, patient centered care, acquisitions, facilities planning, and transportation analysis.
