OPCD is the institutional voice for the Defense at the ICC, promoting structural rights both inside and outside of the Court. It provides expert assistance to the external defense teams by maintaining and creating practice manuals, bespoke legal research, and memorandums of ICC decisions and rulings. OPCD is also called upon by the Court to represent an unrepresented defendant in proceedings.
