ABOUT SOLANGE OLIVERA

I’m a Senior Public Finance Analyst at Fitch Ratings based in NYC. I am also pursuing an MPA in International Finance & Political Economy at Columbia University (SIPA). Until recently, I spent six years at the World Bank, where I oversaw over USD $1 billion in development financing across infrastructure, health, finance, agriculture, energy, education, and social protection projects. My expertise includes designing financial management frameworks, conducting fiduciary and risk assessments, drafting country briefs, provide policy recommendations, risk mitigation measures, and ensuring compliance with corresponding policies and international standards.I contributed to digital governance and transparency initiatives, supporting tools such as GEMS (Geo-Enabling Initiative for Monitoring and Supervision), FundsChain (BlockChain for disbursement Traceability), and the GovTech framework. I also represented the institution as GovTech Index Focal Point for Latin America and the Caribbean (2022–2025).In Honduras, I served as Coordinator of the G-16+ Technical Roundtable on Aid Effectiveness, collaborating with partners like the IDB, IMF, USAID, and the European Union to align donor efforts and improve public financial management.Earlier in my career, I worked in public sector auditing and oversight at Miami-Dade County Government and as Chief of the Audit Recommendations Department at the Superior Court of Audit of Honduras. I also taught Project Management as an adjunct professor in the master’s programs in Finance and Management at the National University of Honduras (2010–2017).I am passionate about strengthening public institutions through financial discipline, accountability, and technology-driven solutions.
