As Service Lead for Print Services for HCC, I oversee multiple service areas, including PrintSmart, HantsPrint and the Hampshire Print Framework, serving internal and external clients across public sector organisations such as schools, academies, police, fire and local authorities. Provide strategic leadership and operational oversight for print management, procurement and digital transformation initiatives, ensuring alignment with the County Council’s strategic objectives. Manage the Council’s Managed Print Service (MPS) contract, ensuring compliance with contractual obligations and optimising service delivery. Oversee the in-house digital production facility (HantsPrint), delivering high-volume printing, design, scanning and print management services to a diverse client base. Manage an external print procurement framework, ensuring cost-effective sourcing of litho print, bespoke products and signage. Lead the PrintSmart service, which supports departmental printing needs and public printing facilities across a fleet of over 400 Multi-Functional Devices (MFDs), including associated IT strategies. Oversee financial management, budget planning and cost modelling, ensuring compliance with Hampshire County Council’s financial procedures while maintaining self-sufficiency. Engage with cross-functional support services, including procurement, finance, IT, HR and legal teams, to facilitate seamless service operations. Drive transformation within the service by implementing cloud-based print solutions, achieving significant cost reductions and efficiency improvements. Develop and implement a strategic roadmap for the Council’s document management, scanning and printing activities to further digital transformation and cost optimisation. Manage a 15-member team, encompassing customer service, estimators, pre-press technicians and graphic designers, fostering a high-performance culture through recruitment, training and continuous professional development.
